In framework/pom.xml we have this:

        <!-- Because the core framework includes some JUnit base classes that

             application server, but we're retrocanonicalizing :-) that to

        </dependency>

And several other "provided" dependencies. There doesn't seem to be any place 
where this dependencies are downloaded by Maven. This breaks the classpath of 
the project when using it with a blank Maven repository.
