FOR IMMEDIATE RELEASE
(WASHINGTON, DC - 01/15/00) - Mr. Anzor Aslan Maskhadov, son of the
President of Chechnya, contacted ISCA offices via email from a secure
location today. He informed ISCA Chairman, Shaykh Muhammad Hisham
Kabbani,
that following the successful evacuation of Chechen
forces from Grozny, his father President Aslam Maskhadov continues
to direct operations from southern Chechnya.
In direct contact with his father yesterday, the email, translated by
ISCA staff from Russian, reads in part:
Assalamu Aleikum Warahmatullahi wabarakatuhu,
Dear Shaykh Hisham Kabbani, brothers and sisters, American citizens,
My father Aslan Maskhadov, informed me in brief about the situation
in Grozny and in the mountain regions. He said, "Federal troops
entering Grozny are burning those buildings which had escaped damage,
and are killing elderly men and women who remained in their homes.
Nothing remains of the residential and industrial sectors of the
city. Everything has been demolished down to its foundations.
We have also received letters from home, confirming the harsh
treatment of the elderly and the women."
My father also said, "The same situation is taking place in the
peace-loving villages in the foothills. Even those villages which
admitted Federal troops without a single shot fired, have been fired
upon by heavy artillery and have suffered arial bombardment. In
villages such as Gehi-chu, Katar-Yurt, and Shami-yurt there has been
much destruction and many casulaties. Many residents have been left
homeless in the street, and are in need of help. The mountain
villages are being bombed with vacuum bombs."
My father ended by telling me, "The south of Chechnya has been
turned into a hell."

ISCA calls upon all parties concerned to end the fighting in Chechnya
and to seek a diplomatic solution without delay. ISCA also calls upon
the US State Department and the international community to immediately
dispatch assistance to refugees of the war in Ingushetia and other
areas. ISCA reminds the public that there are over 250,000 refugees as
a result of the current crisis. We call on the International Red
Cross/Red Crescent, international NGO's and government bodies to
do whatever is in their power to relieve the suffering and
difficulties of the refugees.
