Malaysia arrests opposition leaders, police pour into city before rally


KUALA LUMPUR, April 14 (AFP) - Police armed with M-16 rifles guarded
some
rail stations and water cannon were deployed in the Malaysian capital
Friday in a drastic move to foil a mass rally Saturday by Anwar
Ibrahim's
supporters.

Three leading members of the party founded by the wife of the jailed
ex-deputy premier were arrested. Police said four other members of the
party must report immediately or face arrest for planning an illegal
gathering.

The rally has been called to mark the first anniversary of Anwar's
sentencing to a six-year jail term in what he calls a political
conspiracy.

Riot police trucks and a water cannon were parked near the national
mosque,
the venue for Saturday's protest, and elsewhere. No incidents were
reported.

Police reinforcements from four states have been brought in, said Hamid
Mustaffa, the force's director for internal security.

He said the police air wing and the paramilitary General Purpose Force
would also be deployed.

Checkpoints will be set up on roads into Kuala Lumpur and train and bus
stations will be watched to stop protesters. Authorities have wide
powers
to curb demonstrations.

Ruslan Kassim, information chief of the National Justice Party
(Keadilan)
headed by Wan Azizah Wan Ismail, was detained at 3 a.m. at home.

He was charged with abetting an illegal assembly and remanded in jail
for a
week pending further investigations. The date and place of the assembly
was
not specified in the charge, according to his lawyer Sankara Nair.

"This is not normal practice," Nair said.

The offence carries a fine or up to one year's jail.

Hamid said Gobalan Krishnan, deputy secretary of Keadilan's youth wing,
and
Mohamad Ezam Mohamad Noor, youth wing chief, had also been arrested. It
was
not clear when they would appear in court.

Mohamad Ezam was one of five opposition figures charged in January in an

operation widely criticised overseas. He was accused in January of
breaching the Official Secrets Act and is awaiting trial.

The arrests show the government "will go to any lengths to stifle
dissent
and crush any opposing views," rights group Aliran said in a statement.

It said agent provocateurs might trigger volence or cause damage to
tarnish
the image of peaceful protesters and give police a pretext to move in.

Hamid said police had received information that some people "plan to
carry
out acts of violence" on Saturday.

"Police believe if tough action is not taken, it could threaten public
security and safety."

Prime Minister Mahathir Mohamad, in Cuba for the G77 summit, has said
Keadilan supporters are planning a riot and may carry sticks and petrol
bombs.

Organisers of the "peaceful gathering" expect about 6,000-10,000 people
from across the country to attend.

They have posted on the Internet a detailed schedule, including train,
bus
and light railway timings, route maps and details of where various
opposition supporters will join trains nationwide.

Wan Azizah told AFP that Ruslan's arrest "seems to be a warning that
they
will take stern action."

Chandra Muzaffar, Keadilan's deputy leader, said Mahathir was trying to
"tighten the screws" on the opposition.

"It is the basic right of the people to voice their dissatisfaction
against
the unfair and cruel punishment meted out to Anwar Ibrahim," he said.

Among the four members ordered to report to police are Tian Chua,
Keadilan
vice president.

"We will continue with the gathering as planned," he told AFP by phone.
"It
is not my duty to report to them (police). It is the job of the police
to
find me."

Anwar, sacked by Mahathir in September 1998, was jailed for abusing his
powers to cover up allegations of sexual misconduct.

He is now on trail for alleged sodomy but says he fell foul of a
conspiracy
because he intended to expose corruption and was seen as a political
threat
to Mahathir.
