Malaysian PM calls for new agencies to collect taxes from wealthy traders 

TOKYO, June 7 (AFP) - Malaysian Prime Minister and acting Finance Minister Mahathir 
Mohamad proposed here Thursday the creation of agencies to collect taxes from wealthy 
traders to help poor countries to develop.
"If the world is going to be a place where everybody can trade, then traders (who) 
make money from the world should pay taxes," Mahathir said in a lecture delivered at 
the United Nations University headquarters here.

"There should be some agencies that should be entrusted officially to collect taxes 
and disburse the taxes," Mahathir said.

"That money will then be used to help the poor countries," he said.

Mahathir went so far as to propose the level of the taxes to be levied on "the rich", 
without spelling out whether he had nations or corporations in mind.

"Everybody should give their 0.7 percent of Gross Domestic Product (GDP) to us," the 
prime minister said.

"It would be very helpful to the poor countries if the money is expended on building 
needed infrastructures for the poor countries. And then I think they will be able to 
develop," he emphasised.

Mahathir also suggested that another financial crisis such as the one which rocked 
Asia in 1997 might happen again as he claimed the international financial framework 
has not changed.

"Since the international financial regime has not changed.... it is still quite 
possible for another financial crisis to occur," the premier said.
