Well that's certainly disappointing, considering all the promises of how the SDK was going to be made available prior to the release.
My mod team disbanded some time ago because the SDK which was 'coming soon' never happened. I really wish Valve wouldn't pull people's chains if they're not going to follow through. Vaporware just isn't cool.
