Providing you're using AppID 215 for your mod, then you can use all the
latest engine features, including the Phong lighting.
As far as I know, the exponent maps are just enhanced specular maps (IIRC
Phong is just another method of specular lighting). Take a look at the
exponent maps for any of the characters in Episode 1 compared to their
specular maps and it should give you an idea of the difference between the
two
