ah, ok well go get a copy of pingplotter (www.pingplotter.com) and let it run to someplace reasonable for a few days (more useful then a simple tracert).
You can save the datafile and send it to most ISP tech support (not sure about AOL though) and they can see in detail for themselves where the problem is.
