Well i managed to get it to work eventually. So i will take the time to explain
what i did. The Code itself was fine in VS it was the Vmt that caused the
slight hassle.
I was also using VTFEdit to make my vtf's so i ditched it for the conventional
method of VTEX on the command line using the startframe and endframe commands
to make it an Animated VTF
This is the code i used in the vmt that works
"UnlitGeneric"{ "$basetexture" "hud/devilsTrap" "$translucent" "1"
"Proxies" { "AnimatedTexture" { "animatedtexturevar"
"$basetexture" "animatedtextureframenumvar" "$frame"
"animatedtextureframerate" 10 } }}

rotating in the top right hand corner:)the vtf itself could also do with a
clean up but im just happy its working after spending around 48 hours trying to
