There is 4 different ports that cs will use to talk to the world, you are only allowing the "game port" to pass. I do not have the exact list handy but you will find the ports listed in woncomm.lst which is normally in the valve directory. the lower numbers are TCP, the upper numbers are UDP.

When I go to Gamespy and try and get my server on my list, it cannot be seen, it simply comes up as an "unnamed" server.
