|There's your problem. 256kbit upload isn't enough for 10 players even. Still
|don't mention what cpu(s) are in this thing.  For a bit of reference, my
|friend has adsl at 1500/384kbps and that line can barely take 10 players.
|ADSL and cable are probably the worst way you can go to host a server.  Go
|symetrical bandwith starting at 512kbps as a minimum or don't bother.

|There are 2 possibilities.
|
|1.  Bandwidth saturation on your adsl line.
|2.  Resource starvation on the server.
|
|What is your outbound bandwidth rating on the adsl line the server sits
|behind?
|
|What other applications are you running on the server?  What speed and how
|many CPUs in the server?
|
|Are you hosting a web site, ftp server, or mail server on that adsl line
|and/or the HLDS server box?  If so, this could be causing either spikes in
|bandwidth utilization of the adsl line or CPU utilization spikes on the
|server.
|
|Either of these 2 things could cause the ping spikes you mention.  BTW, if
|you're on the same LAN as the server, why are YOU pinging at 60?  You should
|be pinging sub 20 if you're connecting to the server from your LAN.
|
|We really need more info to help you nail this down.
