I am interested in hearing how you catch them ...
I am fairly new to HL admin, but having dealt with this in Q2-space for awhile, I have found that about all you can do is stay current with the latest admin supervisory tool upgrades, and monitor your servers closely. If you add bans for the proxy servers as well, eventually they get tired of you and go somewhere else to cheat.
