It's a well known windows kernal vs motherboard combo issue. I'll bet device manager\computer\shows a different kernel type on each box. acpi systems have a different default accuracy mmtimer clock in windows for some reason. As you noted, certain applications can force the systemtimer to a lower value producing the higher frequency of 10 vs 15.
