U could try changing the priority control Regedit, HKEY LOCAL MACHINE>SYSTEM>CURRENTCONTROLSET>CONTROL>PIORITYCONTROL There is a key called Win32PrioritySeparation right click it and pick Decimal, then change the value to about 30 if u run more then 6 servers on that box. And about 36 if u only run a handful.
Set the priority of the Gameservers to High, don't ever set it to real time unless u only run one Gameserver on that machine. As I notice this I'll connect to the machine and watch the task-manager. CPU usage is no higher than 60%. I run the HLDS processes on "above average" priority.
