Windows98 is very poorly suited to running a HLDS server and it will not
perform well. However, it should run and let people connect. What cpu, how
much memory, what does your startup shortcut look like? How/where are you
measuring a ping of 2000? What is your internet connection? Who is your ISP?
What router/modem are you using?
