I suggest slapping it at the end of your mapchangecfg file.  (typically
server.cfg)

You have to write them using the writeid command.  Otherwise they'll be
gone when you restart your server.

I can relate to this. I have kicked/banned cheaters using speed and aim
cheat hacks. I also got very STEAMED yesterday that when I reset my
server
it did NOT keep the previous bans I have wasted countless hours
spectating
to catch!!!!

I noticed that the statup of the server errors some message about not
locating banned.cfg
and then only one IP is banned based on another file I believe is named
iplist... or something
close to that.
