I suggest slapping it at the end of your mapchangecfg file. (typically server.cfg)

I have kicked/banned cheaters using speed and aim cheat hacks. I also got very STEAMED yesterday that when I reset my server it did NOT keep the previous bans I have wasted countless hours spectating to catch!!!! SUP????? "Starting New from the Drawing Board."
