Or they could rename the instalation file to motd_default.txt, and
continue using motd.txt.

You do that, and hldsupdatetool craps out when it can't overwrite the
file. Making a backup works, sure, but it's not an essential file to
begin with, so there's not much reason in overwriting the thing.
