Start WMP (Windows Media Player) and run clock.avi in your %systemroot% (C:\Windows\clock.avi) folder, then you unlock the windows FPS lock.
Minimize the WMP and you got your server running in 512fps... There is also an FPS bug in CSS on Windows 2003 servers´s that drops the FPS.
