Or, put a shortcut to your HLDS.exe (with the command line parameters) in the "Startup" folder. This way it will start as an app. when the computer is started.
To go one further, Use something like Serverdoc to monitor your server and put the shortcut to it (again, with the proper command line switches) into the Startup folder.
