Whats happening here is the first NIC detected by the OS is the one you assigned the internal IP to. Swap your settings and put the external IP (etc) on that NIC. Then srcds will bind to that interface by default. You will also be allowed to join on the internal IP via LAN games and won't have to muck with command line cvars.
