But if people are downloading said file, what's the problem?

I know how to get files to clients.

Your issue is that people don't have the file which is why I asked if they are
able to download it & if so, what is the problem?

That's not the issue. Iceworld for example is dependant on this wad

some resources. The server may have it but clients many times do

the map is no longer included by default. The client will not

wad files unless told to do so. This is done by making a
fy_iceworld.res file ans saving it in the maps folder. It needs

one line:

de_vegas.wad

It will then upload to clients and they will be able to play the
map.
Honestly, I can't see what part of vegas is in that map.
