just because its on the same box doesn't mean it will lag.. and yea, be sure
you connecting from the lan tab, it probly won't be in the internet tab for
you. and changeing the port shouldnt' matter.. theres nothing else that uses
that port. but beware, that if you computer isn't fairly beafy then running
on the same box as you play generally isn't a good idea (if this is the
case.) a different box is ideal, so this is the setup already.. good job,
join from the lan tab, and everything should work without a hitch.

If your trying to join a ded server from the same box you will need to
change the server port from the default 27015 to 27016.  Server will lag
like a mofo however.  You should create a listenserver if you want to
play on same box.
