thats because sv_allowdownload is a server setting, not a client setting.
the client setting is cl_allowdownload.

The sprays are stored in cstrike/downloads on the server, however with
sv_allowupload 0 they will no longer be sent to
clients. With sv_allowdownload 0 they will not be uploaded from the
clients to the servers downloads folder.
Even with sprays disabled on the server, your client can render the spray
if the spray has already been downloaded. As
with the server, your client stores the sprays in cstrike/downloads.
I have NEVER changed a net_* cvar, and hopefully never will. This works.

server. Now it has taken a turn for the worse and instead of
tracking down players and kicking/banning I would like to
disable the spray logos all together. I know the command
sv_allowupload should take care of the problem, but players
can still spray images previously uploaded. Where are the
uploaded images stored, so I can delete them?
The server is HL2DM.
