I managed to get the servers up and running w/ VAC; however it was a pain. Even with all servers set to not start automatically I had to restart each instance multiple times before it [VAC] would take.
After the 5th or 6th restart VAC magically started working. Hopefully it will stay enabled this time. I did notice that on two of our very busy server that VAC wouldn't enable if the server was under load. Basically I restarted the game and we had 25 people immediately connecting. When that happened VAC would not enable. If I locked the server and restarted (again, after multiple attempts) VAC would enable. I then unlocked the server and restarted and we were back in business. I do have some addition test instances on this machine if further testing is needed. While testing a new pop, I ran into issues where the edge routers at the new pop refused to route packets to any of the PunkBuster servers.
