1 user per CAL....That means exactly ANY user listed in the Users Group of
the OS. You must have a CAL for any remote authenticated access to the OS.
Logging into the OS is done with authentication with the MS product.

I would suggest, Windows Server 2003 Standard. (You can probably use SBS,
but I keep a domain of all of my Windows servers and SBS has some big limits
here and SBS limits you to 1 "authenticated" user per CAL, so 5 ftp accounts
by default and it's entirely reasonable to assume that M$ would say that
"steam authentication" means that you'd need a CAL per player that connects
to you server.  And with SBS each individual needs a CAL and they are
permanently assigned to that device/user.)
