Dreamhosts ToS does not allow for hosting of illegal modifications to steam I am sure. Either contact the NOC or the abuse team and I am sure they can begin tracking down / checking into these people for criminal charges through the fbi. I can't get the exact person's name who registered the website in this program, later tomorrow I will try with a different one (I am real tired atm, its 430am).
