Okay, so I ran this through BabelFish and I came up with this:
"Hello. Recently, I received an xFire message from one of the
administrators on my server, telling me that the game was performing
strangely. At first, I didn't believe him, because I have never exercised
much discretion in authorizing admins on my machines, however, when I
connected to the server, I noticed significant lag. Looking further (at
least as far as my short attention span allows), I determined that the
server CPU utilization was quite low. While I am not entirely sure of the
relationship between low CPU utilization and network latency and not knowing
what else to do, I restarted the machine. ("When in doubt, pull the plug
out") Much to my surprise, the problem resurfaced, in spite of the fact
that I restarted without actually changing any of the operating conditions
of the host. So, with my repetoire of troubleshooting strategies exhausted,
I decided it must be a bug with the Valve software. I concluded this
because (a) I am running some 3rd party mods and (b) even though there are
thousands of servers, worldwide, NOT experiencing this problem, what else
could it possibly be? A further diagnostic clue: when some players were
banned and kicked for reasons unknown to me. I'm sure that's relevant.
Please stop everything you are doing and fix this because my server is
really running poorly. dOOd!"

screwing with me so I go in and seems like its MASSIVLY lagging at first. I
am like ok check this out check everything out box isn't doing jack I
restart it fixed at first then goes retarded again. So im like ok wth This
must be some bug on valves side which it probably was cause I ran the same
beetlesmod for MONTHS without changing it in any case update 3 files with
beetles mod and they ban 2-3 people right off and boom no more problem. I
don't know what beetle banned or whatever but can we please get whatever
this was fixed like made us move really slow and choppy
