 The command is and has always been  -secure.   Not +secure.
And here is the current liblist.  Which is were it is used.  And there it's
secure "1" as you can planly see.

I don't believe the liblist is used anymore... secure is done via
commandline or gui.

commandline ex:

C:\HLServer3\tfc\serverdoc\serverdoc.exe C:\HLServer3\hlds.exe -game
tfc -console +sport 29030 -ip xx.xx.xx.xx +port 27030 +maxplayers 19
+map concmap_r +rcon_password yourpass +log on +secure 1
