Are you changing the windows resolution timer? (like running a flash
app or windows media player)

random ping spikes from mid 20's to over 800 with a 3.5ghz processor,
gig
of
ram, 10K RPM SATA Raptors, and 5mbit/768kbit connection? (no net
dependant
stuff in the background either)
