All gcf files are kept in shared folder. And games you do not own on current account are shown as pre-loaded on My Games list if you do have appropriate gcf files.

That still isn't right. Installed apps go in different directories for different users. The user that does not own OP4 should never have it installed at all, and therefore it should never even load (because it's not installed).
