Make sure you are running this as an Administrator... When you open the command prompt use the "Run As..." option and make sure you use an Administrator account.
Keep in mind with Vista even if you are logged in as an Administrator it doesn't mean that processes you run have that same access.. NOTE: If you disabled UAC (User Access Control) this should not apply.. Hope this helps...
