6 people = 50ms, 7 people = 300ms. Most limiting factors cause a gradual increase of latency, not a sharp rise like this. This sounds like a resource that has it's limit at somewhere between 6 and 7 people - works great with 6, barfs with 7. If you don't have as much bandwidth as you think you do, that would cause something like this. What happens if you have 8, 9, or more?
How many of the 7 people are on the LAN, how many are coming in from the Internet? You should be able to pack 24 people into the map on a LAN and not have any bandwidth related issues.
