When I fire up Steam, it maxes out my bandwidth for just a few seconds. If I 
open the server browser, it downloads at ~300k as it retrieves server list, 
and this goes on for about 2 minutes. I have 3mb down, so 300k doesn't tax 
my connection.

So I fired up Portal. Bandwidth did the exact same thing - ~300k down for 
about 2 minutes. I suspect it was refreshing the browser list again (even 
though there is no Portal multi-player). I'm not sure how many concurrent 
outgoing connections it opened up. If I had the time I'd try it with my 
Netgear router, since I know it has a very small routing table.

I wonder how much of the noise level about this is caused by people with 
limited bandwidth and/or routers that can't handle it? It doesn't take much 
to knock out a low end crap consumer grade router - gosh only knows I've had 
enough of them myself and experienced first hand what a lousy router can (or 
can't) do.
