Exactly! That's what I've found. It's whenever a round is complete and once everyone respawns it does it immediately then all of a sudden after a few seconds the red timeout message goes away and people can move. It's just dreadful when it doesn't go away and I have to log into the server box to see the game server just sitting there frozen. :(
