I had this same problem just yesterday (on linux) using a standard port (27015) but a custom Steam port. The problem has magically resolved itself since the last HLDS Update Tool update (version 32). I can't explain it and nothing is different, but it just started working now. This was also only a HLDS issue, it did not affect the 2 SRCDS running on the same box. Weird.
