Yes, it does. It's also possible for legitimate accounts to connect to it. In order to 100% be sure it's pirate (because I would normally have a STEAM ID), I have log on to steam in another location. Connecting to a legitimate server knocks you off with "Steam account already in use in another location", where as a pirate server will accept the connection and hit you up with a fake STEAM ID.
Which will be either, Steam_Id_Cracked STEAM_0:0:0 STEAM_666:88:666 (or something in that form) Or possibly in the future, an ID that may not be your real STEAM ID.
