I just did a fresh install of EVERYTHING and still the same error starting the 
server. This is how I reinstalled the server.....

I used the steps on installing a server from here:
http://www.srcds.com/db/engine.php?subaction=showfull&id=1097362093

I re downloaded hldsupdatetool.exe and installed to c:\srcds.  Went to the 
command prompt and entered:
cd \srcds
hldsupdatetool

Hldsupdatetool updated to bootstrapper version 35

I closed out of the command prompt and reopened and entered:
cd \srcds
hldsupdatetool -command update -game "l4d_full" -dir c:\srcds

The server files are downloading at this point.  At the end of the download I 
get this error:
connection reset, winstock 10054 "connection reset by peer"   

Is that normal?

I then copied in my server.cfg and started up the L4D server and got the same 
error for tier0_s.dll and typing status in to the console crashed the server.  
I was getting pretty PO'd at this point so I took a break from the L4D server 
and starting working on the TF2 server.  I moved the TF2 folder back in to the 
srcds folder and re-ran the update tool for TF2 with -verify_all.  When the 
update tool finished the L4d server just started working as it should and no 
tier0_s.dll error.  Now that has me completely confused but I won't sweat it as 
the L4D server and TF2 server are working again.  Thanks for the suggestions 
they really helped me nail this problem down! :)
