I'm with art of war central, I have tried disabling all plugins, doing a fresh install and it still seems to arise.

Likely they either are overselling or limiting disk i/o or ram usage per process which is causing maploads to take a while. I would get in touch with the provider. Also you could try disabling all plugins and test clean but its more likely its a disk or ram issue.
