Yup, those i have problem with are within the 'black out' as you would call it.

They also break things. Historically, Valve has let us know about most updates here on this list, including the optional ones because its the right thing to do and makes bug tracking easier. I hope Valve continues to tell us about all updates they release so we know about them in case something breaks.
