They are supposed to be changing to serving the content over http, which might not directly help, but will enable ISP proxies to cache downloads. If and when that happens, I can see a lot of GSPs setting up their own proxies and routing their downloads through it.

The content servers are busy updating all the clients and aren't allowing servers to get the updates.
