This is related to stalling your client for a short period of time. There are a few console commands that can stall your game for a couple seconds. It appears the server tries to reset your player data when you stall your client long enough. When you are reseted, you are spawned normally without a bumper cart. Your player never receives the bumper cart condition after that.
