1) I dont want to be an official mirror, i FOR SURE know my machine
couldnt even handle the load. My Machine only has a 10mbit NIC, which is
sufficient for the local community, not for being official mirror.

2) Last time someone tried it on our WAN both of our webservers filled
easily 100mbit just for the updates. Thats nothing i want to handle
since i do not pay for traffic and i do not need to make more traffic
than useful or necessary.

3) Iam not only talking about CS Files, but also about HL Files

4) What you state above sound like a pure Buddy Thing, this has nothing
to do with rational Decisions at all. There are only few things which
could help making the Process really easy:
 a) a good P2P Program which chooses the Distributing via Up/Download
    Ratio and geographical Position
 b) A Multi-Mirror Concept, i.e. Mastersite distributes to Continental
Mastersites in EU, US, Asia, AU/NZ, Africa (..), those distribute to
Country-Mastersites (i.e. EU to DE, FR, NL, FI, SE, ...)
Country-Mastersites distribute to official Countryside Mirrors and
Community-Mirrors.
This Line must not be broken or the Effect will be the same as the last
Releases (= Chaos).
Furthermore, FTP and HTTP might be sufficient for Endusers, i as admin
would clearly prefer rsync.
Also, it would help greatly reduce load if there were clearly more
mirrors. However, this is a chicken-egg Problem, since potential
Mirrorsites fear the load.

However, this is a task, where VALVe must decide, not me. They have the
Influence to change something, and i hope, theyll someday learn that and
really do something.

5) Umm... what is Cliffes ICQ#? And why does he use ICQ at all? ICQ
sucks, get Jabber :o)

bit annoyed about the mirror-(non-)concept,
