Then you have unique customers. As a would-be customer, I would demand FTP/SFTP access to the hlds directory, including all files inside (which includes server.cfg). You cannot hide rcon from me that way, nor is it prudent to try. In pub servers, if you don't want rcon, don't use it. In private servers, people are *going* to have the rcon password...
