no matter what Valve does people criticize .. if they delay a release due to more testing involved people complain.. if they release too early and there are bugs people still complain.
A failure here or a failure there is stil la failure. A timely, polished release is the goal.
Personally, I wish they'd get things right with HLDS and put it aside for maintenance only. For some reason, they seem hellbent on constantly adding stuff to it. They kept adding and adding until the game you see and host today is only a dim reflection of what it once was. I would prefer to get it working, release, and if there are any issues, iron them out and make it solid. If there are to be new content changes and such, work on an expansion (preferably not one of those paid expansions that totally changes the game) and get that working.
