That enables it or disables it.  As I said, the default is a tad high
imo.  Being able to specify the length of time would be good.

If not, would Valve consider adding a cvar to control this. Such as:

sv_idlekick <mins>

If it was just CS based it could be done on how many rounds somebody
were idle for, but this wouldn't work in other games then.
