Yeah, I've sent an email to both HLDS mailing lists and started a little war on 'em. It's extremely possible and so easy that any 12 year old could follow the instructions. The only way you could effectively stop them would be to ban any ID that has a number higher then STEAM_0:1:44XXX - then you'd also risk blocking people that newly bought the game.
