sv_minrate 1500 sv_minupdaterate 10 sv_maxrate 8500 sv_maxupdaterate 60
My servers run these settings and are full 24/7. People of all connection types don't complain about lag.
Be aware though. You will need to play around with these settings in order to find the best setup for your server and connection type.
