Wild guess which very likely is wrong, but perhaps you don't have
linux binary compatibility installed, and steam requires linux compat
just like hlds_run and srcds_run. Though one would think it'd error
out, rather than partially work and die. Though as I type this I
recall someone asking for a FreeBSD version of the steam command as
well hlds_run/srcds_run and was told that steam works natively, and
just hlds_run/srcds_run require linux compat. That was far more than 2
hours ago though so I'm quite sure I'm not correctly recalling it.
