Are you sure Packet mangling is enabled in your kernel? I run Gentoo 2004.3 but I don't NAT anything, just a simple firewall(using iptables). Did you configure your own kernel or used a vanilla one? I use Linux Kernel v2.6.9-gentoo-r9.
