Well, I wonder have you defined that those are your banned users cfgs?
might look and see if your banned.cfg and listip.cfg files have all the data
in them...

I already have:

exec banned_ip.cfg
writeip
exec banned_user.cfg
writeid

in server.cfg.  Shouldnt that do it?  After I restart my server, the
banlist is empty.  I have to copy back my "master ban list" then do exec
banned_user.cfg to get it back.  Weird.
