I think the list should be zipped and transfered (or something) to the client where it's unzipped and the *clients* server list starts pinging each IP. This would give you-the-player the best connection to what servers there are. Combine this with a karma/longevity/ave ping rating of sorts and top listed servers will be both ones with a good connection *and* not servers that are here one day and gone the next.
There's nothing wrong with having broadband servers listed even near the top. But 80% of the servers online are IMHO run by kids on their parents cable connection. This method would allow more serious cable/DSL based servers to get ranked also after they have been around more than three hours.
Now, who does this favor? Every client out there and servers with consistent stay time and good pings. Not whining (much anyway), I just think it's a good idea.
